The Xinluda XD74HC4514Z is a high-speed CMOS 4-to-16 line decoder/demultiplexer with input latches, part of the industry-standard 74HC4514 logic family. It decodes four binary-weighted address inputs (A0-A3) into one of sixteen mutually exclusive outputs (Q0-Q15), with on-chip latches controlled by a Latch Enable (LE) input and an active-LOW Enable (E) input for flexible bus and addressing applications.

When LE is HIGH, the selected output follows the data on the address inputs. When LE goes LOW, the last address data is stored in the latches and the outputs remain stable. The Enable input is active LOW: when E is LOW, the selected output determined by the latch contents goes HIGH; when E is HIGH, all sixteen outputs are LOW. This makes the device well suited for memory addressing, display multiplexing, keyboard scanning, and general-purpose demultiplexing.
