The device contains eight D-type latches with common 3-state output control. The latch enable (LE) input controls all eight latches simultaneously: when LE is HIGH the latches are transparent and each output follows its corresponding D input; when LE goes LOW, the data present is held. A separate active-LOW output enable (OE) input places the eight outputs into a high-impedance state without affecting the stored data, allowing the part to drive shared buses directly.
